The Office of Teaching, Learning, and Technology (OTLT) at Bay City Public Schools works with principals, counselors, and teachers to ensure an ongoing district focus on providing exceptional opportunities for every student, every day.
Through the lens of continuous improvement, OTLT provides district oversight, fosters collaboration, pilots new ideas, and coordinates district efforts to ensure broad and universal alignment of schools and programs with the vision, mission and strategic plan of Bay City Public Schools.
What we do:
The Office of Teaching, Learning, and Technology has combined the offices of instructional services, technology, and state and federal programs and is responsible for the following district functions:
OTLT Leadership
Patrick Malley, Chief Academic Officer (CAO)
Patrick grew up in the south end of Bay City and is a graduate of Central High School. He earned his Bachelor of Arts in History from Michigan State University, his Master of Arts in Educational Leadership from Ball State University, and is a Gerstacker Fellow at Saginaw Valley State University.
Prior to coming to Bay City Public Schools, Patrick was Assistant Superintendent and High School Principal at Meridian Public Schools, where he worked for seven years. He started his career in education teaching high school history and psychology at Niles Community Schools in southwest Michigan, where he later served as the founding director of a small school-within-a-school focused on entrepreneurial leadership.
Shelly DuCharme, Director of Elementary (DoE)
Shelly grew up in Freeland and graduated from Freeland Jr. Sr. High School. She earned her Bachelor of Science in Elementary Education from Central Michigan University. Shelly also earned her Master of Arts in Teaching Reading and an Educational Specialist Degree from Saginaw Valley State University.
Shelly joined Bay City Public Schools after working 20 years in the Swan Valley School District. Her teaching experiences include teaching kindergarten, second grade, Title I and then transitioning into leadership initially as a Literacy Coach and later becoming the principal of Shields Elementary School. Most recently, Shelly has been the principal of Swan Valley Middle School for the past three years.
